The Inspections and Planning Division ensures that land use conforms to the comprehensive land use plan and zoning ordinances and that new construction meets all applicable codes adopted by the City.

Woodway’s One-Stop Center

Every Thursday | 2:00 – 3:00 pm

To better serve our customers, the City’s One-Stop Center consolidates the process of development and permitting assistance into a single location.

The One-Stop Center is the primary intake point for commercial and residential development, and building permitting applications. It is also a primary payment location for all building and over-the-counter construction permits, as well as most other City applications and licenses.

Representatives from the Planning and Inspections Department, as well as other City departments involved in the development process, are available to answer questions and offer guidance and assistance during the planning, design, review and inspection phases of the development process.

Things to Note

Please note that accessory structures require permitting and approval prior to placement or erection of the structure. This includes swimming pools, as well as all storage buildings (both delivered and erected on site, even if structures are not placed on a permanent foundation). Third-Party Home Backup Power Installation Plan Review and Inspections:

Senate Bills 1202 and 1252 (89-R) were enacted by the Texas Legislature and took effect on September 1, 2025.

· Senate Bill 1202: Allows third-party professionals to approve and inspect home backup power installations (defined by section 247.0025 State of Texas Local Government Code), like solar photovoltaic (PV) systems, wind electric systems, generators, and battery storage, up to 600 volts. This bill applies to one- or two-family homes. Permits must be issued within three business days upon notice from the third party of associated approval.

· Senate Bill 1252: Prevents municipalities from regulating the installation or inspection of a residential energy backup system that provides up to 50 kilowatts of electricity or has a storage capacity of up to 100 kilowatt-hours.

In accordance with the Texas Senate Bill 1202, the following persons are permitted to perform third-party plan review and / or inspections for Alternative Energy Systems as described in said bills:

· A Master Electrician as described by Section 1305.153, Occupations Code, who is licensed under Subchapter D, Chapter 1305 of that code.

· An Electrical Inspector as defined by Section 1305.002, Occupations Code.

· An Engineer licensed under Chapter 1001, Occupations Code.

Third Party Review Process:

1. Apply for a “Third-Party Home Backup Power” permit. An electrical permit will still be required for the City of Woodway to review and inspect all other components such as: installation and replacement of service, panelboards, feeders, and branch circuits (except those associated directly with the items listed below) to provide utility releases.

· Solar Photovoltaic (PV) systems (NEC 690)

· Wind electric systems (NEC 694)

· Generators and associated transfer switches (NEC 702)

· Energy Storage Systems (ESS) and associated equipment (NEC 706)

2. Third-party consultant is hired by the applicant and has no association directly with the City of Woodway. Submit a Letter of Responsibility from the third-party consultant for the electrical scope only (see items below). Letter to include address, scope of work, details regarding design and installation inspection. Third Party scope can cover:

· Solar Photovoltaic (PV) systems (NEC 690)

· Wind electric systems (NEC 694)

· Generators and associated transfer switches (NEC 702)

· Energy Storage Systems (ESS) and associated equipment (NEC 706)

3. Submit letter and the full set of construction drawings to the Community Services Department. Once received, allow up to three business days for processing.

4. Construction Documents must identify the location of all existing and proposed new equipment, electrical, and gas lines. All manufacturer specification cut sheets shall be included. Proposed location cannot be in any easement and must remain within the property.

5. An issued permit by the City of Woodway is required before any electrical work is performed.

6. All inspection reports and a final letter of compliance are required by the third-party consultant prior to the City releasing and closing out the electrical permit.

7. Smoke alarms and carbon monoxide alarms must be installed per the IRC sections R310 and R311. Hardwired smoke alarms and carbon monoxide alarms must be installed by a licensed electrical contractor or by the homesteaded homeowner. A separate electrical permit will be required for the City of Woodway to review and inspect the smoke alarms and carbon monoxide alarms. An electrical permit will also be required for the City of Woodway to review and inspect battery powered wireless/interconnected smoke/carbon monoxide alarms.

For Residential Generator Gas Piping:

1. A gas permit will be required for the City of Woodway to review and inspect all gas piping. Apply for a Gas permit and submit an isometric drawing. The City will do the gas test inspection for any added or modified gas piping. A release will not be given unless the Community Services Department has released the gas (not allowed by third-party consultant).

2. An issued gas permit by the City of Woodway is required before any gas work is performed.
