Stormwater Management
Regulated municipal separate storm sewer systems (MS4s) are required by the Texas Commission on Environmental Quality (TCEQ) to reduce the discharge of pollutants from its MS4 to the maximum extent practicable, to protect water quality, and to meet the appropriate water quality requirements of the EPA’s Clean Water Act. These standards are implemented through requirements to develop and implement stormwater management programs (SWMPs) that cover the duration of the general permit term.
The City of Woodway is a Traditional Small (Phase II) MS4, regulated under Level 1 based on the population listed in the 2020 Decennial Census. As such, we are required to develop and implement a SWMP that includes at least the following six minimum control measures (MCMs):
- MCM 1: Public Education and Outreach
- MCM 2: Public Involvement/Participation
- MCM 3: Illicit Discharge Detection and Elimination (IDDE)
- MCM 4: Construction Site Stormwater Runoff Control
- MCM 5: Post-construction Stormwater Management in New Development and Redevelopment
- MCM 6: Pollution Prevention and Good Housekeeping for Municipal Operations
The MCMs must be developed by identifying and applying the best management practices (BMPs) in the 2024 Phase II MS4 General Permit, effective August 15, 2024, for Level 1 applicants. This requires specific BMPs and measurable goals for each MCM to specify the “clear, specific, and measurable”: activities, goals, and deadlines must be implemented. Complete implementation of the SWMP is required within five years, beginning in 2025 and ending December 31, 2029.
Reporting Stormwater Concerns
The City of Woodway encourages the public to get involved by reporting concerns to us so that we can ensure that they are dealt with quickly and appropriately. Please call the Community Services and Development department at (254) 772-4050, or email permits@woodwaytexas.gov.
Annual Reports
Under the new General Permit, annual reports on implementation progress must be submitted to TCEQ each year for the previous calendar year, and then uploaded to the City’s website. The first report will be due in Spring 2026, and will be uploaded here after submission.
